A dehumidifier or air conditioner will keep the moisture off of your tools (or a heater in the cooler months) and make the shop much more pleasant to work in.

I recall seeing this photo in a post last week, but have not been able to find it again. It appeared to be an old water wheel type mill house that was sitting on a foundation of large red rocks.

The chain is relatively short and has survived well without the additional oiler. I will soak it in some bar oil when I sharpen it, but that's all.

I own one. It's a great tool for timber framing and is more controllable than a chainsaw. It does not incorporate an oiler, as it is not desirable to contaminate timber frame timbers with bar oil.

Osb is usually a poor choice for flooring. It is not made to support a lot of concentrated weight.
Plywood or pine boards would be a better choice.
Also, what you are referring to as "trusses", are not trusses. Those are joists.
You can sister some 2x6's onto the other hoists to bring them up...
I made mine from 2/0 welding cable. They are 25' long and work well for jumping tractors, dozers, and other diesel powered equipment here on the farm. Heavy to carry around though...

Based upon the inclusion of the saw and roller stands, it's not priced out of line. Cold saws are nicer, but for the $ that's not a bad package. I think that I would offer him $200 or $225.
