Looking how to block the cold air from coming in the soffits. The building is insulated with foam between the tin and the purlins so insulation is ok. My issue is that the soffits are vented and they allow lots of air in. Can I just block them off? I can add pictures tonight.

Probably nothing more than some harmless coil whine. It's under a lot of load charging that big battery so naturally 60hz bouncing through the transformer windings will make some noise. The video card in my PC draws about 400w when under load and it make the same kind of noise.
