Builders these days are far from hard working and honest. They cut every corner to increase their profit margin, since home prices are stagnate and cost of materials are always on the rise.

Implied warranty of habitability is good one year from the date that you took possession of the house. In writing via certified letter explain the issue to the builder, i.e. safety hazard when wet and how it is unacceptable, ask for the condition to be fix ASAP. If no response to correct...
