Any insights into what this roller is?

Picked this up on Marketplace for $65. The Heritage logo and drawer pulls are standard but the rest is a mystery to me... modular "drop in" design of the chest to the wheels, the folding side tray, and the drawer holes and dividers. Can anyone provide any insight into this roller? I'm dying...
