I'm pretty sure some dish soap and a scrub brush will get it up. The stains aren't actually stains since they're not in the floor so much as dried on top of it.

See the stains? That's what happens when you're lazy and don't clean them right away. The light blue is the portion that is exposed to the elements when the garage door is closed.
