Standard wall warts are usually just AC transformers, they can fail but it's unusual. It's more likely something inside the machine thats broke (In my opinion).

Electrolysis is the best way for rust removal in my opinion, with the exception of shot blasting. I used the method to clear the rust off this frame I put it in a wheelie bin (A large container us Brits use for trash), which i used as a container for electrolysis.
