I would have gone over it with a black pad on a floor polisher. They are great for removing just a skim off the top.

If it is mold, I doubt it is black mold ( the dangerous stuff) black mold needs a constant supply of water like a leaky pipe to grow. Bleach it and be done.

Buy an engine hoist. they are cheap and very handy to have around.
