An offset 7x8mm DBE. Marked with ᗑ UK Govt. property mark on the other side, but no date or stores number. Like some KD tools, it is quite crudely finished beneath the chrome e.g. the 8mm opening is not centrally broached. Note that the 7mm end is 6 point and the 8mm is 12 point.

I have one of the H.M.M. Ltd marked versions There are currently a few on eBay UK and so they are not rare. I can't shed any light on the manufacturer.
