No, there is no drain spot or planter box on the opposite side of the wall. That spot on the wall does approximately line up with where my cars front tires are when parked.

Yes, I think this is likely being caused by salty slush from parking our cars in the garage. It is a tuck under garage and stays above freezing year round.
