The circled area is broken like Dave mentioned in the comment below yours. Looks like the dynamic jaw was snapped clean and someone did a horrible job on the repair. I plan to give it a proper fix and give it an easy life after!

Recently picked up this vise and although it’s broken it is a restoration I am really looking forward to. It will definitely be a challenge but I’m up for it. Besides, I have been looking for this kind of vise for quite some time and broken was the only way I was going to afford it! Haha...
Thank you! I definitely enjoy my collection but when you want something bad enough and don’t have deep enough pockets your only option is to put what you have on the table.
