I was able to get a hold of someone after 2 hours on the phone. Wiring is correct so I need to check the centrifugal switch.

Other than that does the wiring look correct?. It has 2 start cap and 1 running cap.

RESOLVED I picked up this air compressor and the seller said the motor was bad. I powered it up and it ran briefly. After checking, I found the capacitors were bad, and it looks like someone had already replaced the run capacitor at some point. I installed all new capacitors and wired everything...
