Proper way to run conduit for zone lighting.

strap it within 3' from the box or light, and don't exceed 10' without strapping it. Probably easier to use a 'mini' strap rather than a 1 hole strap so you don't have to bend any box offsets to get into the knock out in the flourescent light.

    Aluminum 2ga wire Q

Thats why they require a de-oxidizer on all the connections and have a lug that is rated for al-cu connections, if you size wire properly to a load it will never heat up. I agree though, aluminum is just a good way to save money and I would never recommend it over copper.

sanity check - moving my service drop and going to 400A

I just read through it and gave my 2 cents on keeping it simple, as far nec code goes your going overkill on it but I guess the power company has authority too. Every major manufacture of load centers makes a 400 amp all-in-one like the siemens one in that link, in my neck of the woods you...

sanity check - moving my service drop and going to 400A

I'd keep it simple and get this: http://www.homedepot.com/buy/siemens-400-amp-8-space-16-circuit-combination-meter-socket-load-center-mc0816b1400rltm.html#.UFZvDLJmR3c then use 3) 400mcm thwn copper for the riser/mast at the garage, not 600mcm then use 4/0 or 250 mcm(for the vd) 4 conductor...
