I would borrow the money if needed and build the largest, tallest allowed. In my town there is no height limit, and no hoa, a four story shed/clubhouse would be about right.

If it is an unvented heater you need air going both into and out of the building. Air change is required. If it is a vented heater you need combustion air replacement. A potentially deadly situation if ignored.

I try to go into the attic, below the floor, or outside with the refrigerant lines as soon as possible to keep from weakening the studs. Do an internet search for mini split line cover if you need to go outside, around the corner and down. It is a very clean look.
