You said they were new tanks, did they purge the tanks while they were filling them? If not that is why it only filled up so full. It is hard to find someone around here to purge them for some reason.

I don't think that edging is going to stand up to car traffic. It is fine to walk on and light use but the weight of a car will more than likely bend it or pull it away from the tile.

If it were me I would use Trex decking boards and then caulk around the bottom and top. It may be a little more expensive but I don't think you would ever have to replace them.

You could make that base out of wood 2x4 sides, plywood top(put some scrap 2x4 on the top where the bolts for the mount go) and bottom and fill it with sand. bolt that mount to it and you are ready to go.

Thanks for the input and the ideas, I figured that was the case with the building code so I guess that is what I will do. With not taping or muding the joints would it still pass an inspection?

Not a bad Idea but due to low clearence issues I dont think it will work. When I put new doors on the garage I had to get low clearence hinges for the top panel.
