Sounds silly, but, in conjunction with the rubber mats, how about wrapping some sort of belt around it and anchoring it to a wall stud... it still gives it some play but won't let it wander to far.

Here's a tip that a Sears sales clerk once passed on to me... and it's worked ever since - When coming in with a broken tool, instead of heading straight for the cashier, grab the equivalent replacement tool off of the display first and then bring both to the register. I have yet to be told...
