If a pad was poured by a concrete contractor to hold a 45' Freightliner tag axle motorhome, would it be safe to assume its built sturdy enough to support a building addition? Not sure how to verify if it has rebar in it and all that.

I use it in boat building.. We've used it 1 1/2" up the side of 1/2" lexan (see-thru livewell) and it stuck fine. However, we did etch the lexan.. Maybe you should try chemically etching the glass area first before painting. Then absolutely no doubt it will stick.
