    Regarding your "smooth it" question: Sand/wipe the surface with a broken piece of concrete block. Use a piece that's not too heavy to hold. That should knock off a lot of the surface roughness. No block handy? use a piece of brick.

    Resisting gas or diesel spills is different from resisting carb cleaner. The paints that have been mentioned should be fine for gas spills. Resisting carb cleaner is a completely different story.
