I hope it's OK. A long time ago I killed a bench grinder with a wire wheel mounted by trying to work it too hard, bogging down the motor repeatedly until one of the windings "gave up".

Did you slow the motor down enough to have the centrifugal switch energize the start winding? Opening and closing that switch multiple times while the motor is trying to maintain speed can cause the capacitor to fail. It's also possible to overheat the start winding to the point that it fails...

I wouldn't want to try pressing that one even with the inner race heated and the shaft frozen. 0.025 mm to 0.075 mm is a more common interference fit. The inner race is only going to stretch so far.

For what it's worth, this is an example of a low budget bearing heater. 10 minutes is usually enough to expand the inner race to either slide in place or to need only a few taps to seat properly. I've used this for fractional horse power motors and other smaller items. Yeah, I know the light...

Regarding your "smooth it" question: Sand/wipe the surface with a broken piece of concrete block. Use a piece that's not too heavy to hold. That should knock off a lot of the surface roughness. No block handy? use a piece of brick.

The challenge will be to clamp it tight enough so the clamp won't slide while jacking. Also, it's tough to keep the tube from cocking when jacking on one side.

I've seen some solutions that involved clamping the tube and using a hydraulic jack between the clamp and the base. When it's stuck and corroded that badly, I'd be inclined to try making some cuts inside the tube at the base to make the it easier to peel the pieces inward with a cold chisel...

Resisting gas or diesel spills is different from resisting carb cleaner. The paints that have been mentioned should be fine for gas spills. Resisting carb cleaner is a completely different story.
