Regarding your "smooth it" question: Sand/wipe the surface with a broken piece of concrete block. Use a piece that's not too heavy to hold. That should knock off a lot of the surface roughness. No block handy? use a piece of brick.

The challenge will be to clamp it tight enough so the clamp won't slide while jacking. Also, it's tough to keep the tube from cocking when jacking on one side.

Like Hank said. Continuous UV sun exposure will eventually break down the epoxy. Look for a good, clear UV coating. A boat builder website should have something useful.
