I need a top box, but they're only at $350 online. Be glad to spend another $150 and get the whole top and bottom.

They want storm/rain into seperate runs from waste.
Waste goes into your sewers. Rain/runoff goes into storm drains (that eventually may hit the local creeks). You don't want your soap suds going to mingle with the local wildlife.
