I had a house in Ohio with a drain and hot/cold for washing inside the garage. It was awesome. Of course I had to be careful about how I sprayed the water but it was so much more comfortable than outside. Helped that it was an oversized garage and I didn’t have it packed full of toolboxes...
I don’t know about smoothing the surface. Maybe a roller grinder like you use to take rust off a car frame? check YouTube.
Had mine cleaned with a pressure washer, then painted using a roller brush. Looks brand new on 35 year old stucco.
