One reason why is no sprinkler system the mezzanine is only allowed per national building code to be 1/3 the size of the downstairs. Sprinklers = 1/2. This is why you see a lot of garage condos built with no second floor at all (shell) or with very small (11-13’ or 14-16’ deep most of the time)...
