What is this? It's stupid heavy for its size, my initial thought was a bottle jack but it doesn't have a base plate. 18" long

The previous owner passed and his son had no idea, He was in the Army Core of Engineers and had a lot of stuff that was kind of specialty. This doesn't make much sense, it pumps and extends but has a funky splined handle mating point and no base plate also can't figure out how you would mount it to anything.

That's what I thought too, I bought a couple off of him but this one was by itself and has no way of mounting anything or parts. I was thinking maybe I could use it for something else, but wanted to see if there was something I didn't know.

no base plate also can't figure out how you would mount it to anything.
Could the bottom end drop into a cup and that flared wide part of the body hit a shoulder to fit into some specialized machine.

Is that bottom bit structural? Looks like screws hold it on, is it solid enough to jack against?
