Not remotely similar. A saddler's hammer needs a flat face able to drive tacks, and doesn't need the pick end. Your picture doesn't make it clear, but the upper end in it is the cross-peen (chisel) end. The Osborne hammer is also fully forged.
The OP's hammer is stainless steel (that might be a useful metric in identifying it), with a flimsy handle and a matching flimsy shaft driven into the head.
If I had to venture a guess, I'd say it's barware for breaking up ice.

FWIW, I'm in the ice, toffee, or peanut brittle group.
To reiterate what @rlitman already pointed out, it has a cross-peen on one end and a pick on the other. Neither will drive a tack, a nail, or anything else.
While I have seen geologist's picks without a square or round flat tapping face, I also agree with him that it doesn't look robust enough for that use case.
I could get behind welders or "chipping" hammer. The head is right and the shape of the handle even matches the ergonomic shape of those old school wound spring handles.
But the construction (the head is attached to the shank, not uniformly forged), the presence of a ferrule, that wooden handle, the composition ("STAINLESS STEEL"), and the implication that it was imported ("FOREIGN") all scream kitchen, dining room, bar, or yacht, not shop, to me.
