It'll cut if for sure. Might crush or at least deform it also.
I wouldn't recommend them for that application. While I haven't used the Knipex, I have used that single action style cutter in the Ridgid, Milwaukee and Virax flavors and they are largely intended for soft pipe like Pex.
If someone handed me that to cut, I would try my Ridgid ratcheting pipe cutters first. They handle hard plastic pipe like CPVC with ease. It's good to rotate them as you cut to prevent crushing or cracking.
A pipe cutter with a cutting wheel designed for plastic would be another option but would take longer. It would probably do less damage to the threads.
A recip saw would cut that easily but would need to be deburred.

I have installed a few system so over the years and found that I detest those kind of risers. If you want typical GJ overkill, just use Schedule 80 gray plastic half inch risers. They come in a variety of lengths. And of course, the GJ way is to cut them to the exact length you need and then thread the end with your half inch NPT thread cutting die. Am I right?…but I wanted high quality overkill.

For interested, I asked an open question and then only later suggested this Knipex model. Now it, the same AI, warns about the potential for cracking.
