How long can I wait after laying down Epoxy-Coat before I can lay down the top coat without the need to sand down the Epoxy-coat? I want to lay down the top coat w/the Epoxy-Coat is still tacky. What is the min time needed and how long is too long?

Is a primer needed for Epoxy-Coat? I don't believe they sell one but others do.
