An interior storm window insert could reduce the U factor enough to get it into compliance. Most push into place and are held there by either the weatherstripping or by hardware store clips. The bigger question is whether the inspector would allow it.

The issue isn't really whether the cellulose is touching the metal, it's that the metal doesn't allow moisture out evenly.
