Are there any regulations on how far the ground rods must be placed from a building being supplied by a sub panel? Also, are there any regulations on how far the rods must be from the service wire supplying the sub panel? I want to put the rods along the same path as the conduit for the building...

Likely a stupid question, but I know in a sub panel the neutral and ground are not to be bonded. With my panel, both ground and neutral bars are isolated on plastic, so do I need to keep the ground bar connected to the panel or can I remove the entire bar used to bond the neutral and ground?
