Hello, I need help identifying an unknown cabinet. It has the rounded corners and castors from around the 1940s my guess is a cornwell tc65 cabinet but unsure

this is probably a dumb question… How do I install this handle? Here are the pieces, my question is where does the second plate go? Like this? It doesn’t seem like it’s wide enough to fit over the other part without damaging it
