Found 21 cabinets on Craigslist painted them black and made my on door pulls

Been lurking here for while just never posted but im really wanting to epoxy my floor and i cant seem to get these spot to go away not sure if its water or just dark spots. it doesnt feel wet and theres no puddles concrete just a couple months old. What should I do???
