Have you ever considered used? I'm very happy with my 20 dollar armstrong micrometer/clicker that I have verified accuracy against beam type torque wrenches.

I would definitely go with the smooth finish. Much less work to deal with, and you don't have to deal with exposed aggregate if you ever do want it real smooth.
