It's a switching relay - translates the 24v signal from thermostat into 120v current that runs the circ. You could probably get away with running a 120v line thermostat but I found it easier to run the 18ga wire.

I have to believe with that much existing slope you weren't retaining much stormwater to begin with. In my township, secondary buildings of a certain size need a formal stormwater management plan from an engineering firm. The only way to know what he's looking for is to ask him. ;)

I did, I used "tuck tape" from Lowes. It was expensive, IMO and I'm not sure it's really worth it. If you overlap the vapor barrier and run the EPS perpendicular there should not be an issue. I didn't know the final height of my slab so I was conservative on the insulation up the sides.

Some of the blocks are cracked, yes. There was a downspout that was essentially dumping water at one of the corners and I'm sure that contributed to the issues. Yep, I hauled all of it to a local concrete recycling center in my pickup and had to unload it by hand, as well.
