    Ok I found out the problem. It was the flow switch in the heater. I was able to adjust it ( the magnetic sensor can be adjusted) that it will sense flow at lower rates. I think it was on the edge of sensing flow.

    Yes the wiring is correct 50 amp breaker and 6 ga wire...albeit in black romex housing. On the top of heater is 30 psi press relief valve.. Don't laugh at all my sharkbites and some sweat joints-
