I think we need to worry about deceptive practices by manufacturers, for example, "Neiko Tools USA". Look at these wrenches:

"Neiko Tools USA" might be the name of their US division, but I think the way "USA" is displayed on these is blatantly misleading. I emailed the FTC regarding this several months ago. I got a reply asking if there was any country of origin marked on the tools or the packaging.
Since I don't own any of these, I couldn't tell them.
So, where are Neiko Tools from? Taiwan?
I don't know. I can't seem to find a corporate website. Many of their other items appear to be the generic offshore stuff as sold by HF, et al.
There is a city in Japan named Usa. In the 1950s a lot of Japanese goods were labeled "made in Usa" and shipped to America.
Back then, the government went nuts about it, and forced an end to the great marketing concept.
