That can and usually does include every US input from taking the container off the ship from China, thru and including the number of hours the item spends on the truck from the factory to the distribution center. If you're a well connected old manufacturer, you can also include manufacturing done on the US islands in the Paciffic.
All in all, it's a lovely little scam.

Its not Chinese junk flooding the market we need to worry about, its when they target premium brands, and start setting the standard for quality.
The wave of junk from China reminds me of Japanese products up until the middle 60's, and I suspect the same thing will happen, quality is where the profits are. Create the infrastructure of the country with anything you can, then draw a hard line on quality to make the highest profits.

I think we need to worry about deceptive practices by manufacturers, for example, "Neiko Tools USA". Look at these wrenches:
"Neiko Tools USA" might be the name of their US division, but I think the way "USA" is displayed on these is blatantly misleading. I emailed the FTC regarding this several months ago. I got a reply asking if there was any country of origin marked on the tools or the packaging.
Since I don't own any of these, I couldn't tell them.

The rules may be strict, in theory, but does the FTC have any teeth in practice ?
Made in the United Kingdom and Made in the EU are both protected claims, but it doesn't stop people bringing in bikes from China, bolting on the handlebars in Nottingham, and claiming their "Made in England". I have a sneaking suspicion the same goes for Made in the USA.
There is a better way - Snap-On and John Deere both have such strong brands that people are actively hostile when it's suggested (correctly) that not all their products are made in the US.

So, where are Neiko Tools from? Taiwan?
I thought Craftsman tools were made in the USA. I bought the 3 piece mini pliers set. I was recently cleaning up one day, and as I was cleaning a pair of the pliers I look at the small print by the joint and what do I see? "CHINA" wtf, even craftsman is going the way of china, all for the mighty dollar. Make it for a fraction of what it use to cost over here, charge the same price and make a greater profit.

There is a city in Japan named Usa. In the 1950s a lot of Japanese goods were labeled "made in Usa" and shipped to America.
Back then, the government went nuts about it, and forced an end to the great marketing concept.

I don't know. I can't seem to find a corporate website. Many of their other items appear to be the generic offshore stuff as sold by HF, et al.

As to where they are made, I'd say some Taiwan, but mostly China and India.
Looking at the website, I'd say that the company has a bigger danger looming than the FTC hitting them with false designation of origin for the "USA" mark. On the fourth row they show a "7Pc Stubby Gear Wrench Set". The 'Gearwrench' trademark is owned by Easco, and that set does not look like it comes from Easco or any other of Danaher's subsidiaries. Easco has been know to litigate on this before, and you have to sell a lot of wrench sets to pay for one lawsuit.

I see that Stanley and SK are in the made in America list. You know, it would suprise the bejeepers out of me if their whole line was made in-country.
I suspect that, these days, about the only way to get hecho in USA stuff is to buy older tools on eBay. It's remarkable to me how beautiful (for what it matters) the engraving, etc. is on old Williams, SK, etc. hand tools.
You know, there was a time when this country also made things like TV sets and wind instruments...in the New Era, we will all get rich as mortgage brokers so I guess it doesn't matter much.
