It could also be Indian.... the ******** is a religious symbol of one of the gods in Hinduism..

The ******** was around way before the Nazis. There was also a US tool company, the Buffum Tool Company, that had nothing to do with the Nazis, that used a ******** as a trademark on their tools. The company started in the early 1900s before the nazis were around. The scraper pictured in the link actually sort of looks like the one you pictured.

Yes, I am college educated, I already know.
There's another totally random connection between that tool and the old German Empire. In usage you would have coated the shaft which was to run in the bearing shell you were scraping with a very thin coat of Prussian Blue in order to find the high spots to scrape down. 
Sounds to me like you may have attended a less than stellar school.
Its a bearing scraper, not a weapon.
