The only thing i'd do to that vise is derust the jaws, front of spindle, and rusted portion of the dovetail with a small fine wire wheel, and then hit the painted surfaces with an cleaner-type auto polish/wax to remove the oxidized paint.

Focus on your school. That thing is only worth probably 100-150 bucks to the right person.... Great job on the purchase though.

I was looking for mounting options and the plate seems to sit really low to attach directly to my bench

If you plan to do filing or sawing on objects held in that vise, you might be happier with a low mounted vise.
How high off the floor is your workbench and how tall are you? All of those things matter. Too low for some guy is too high for somebody else.
I am 5’9” and my workbench is 38 inches high. Just right for me most of the time. I suppose somebody on GJ has an electrically operated hydraulic lift bench to perfectly adjust the height for the task at hand. But I haven’t seen it!!! :)

kiraj: A rare prewar / WWII Heuer Front. Model 5 = 6" (6" is really rare). Did you replace the two felt rings that clean the dynamic jaw? Here is some information:
