And providing a little context for that, here's a drilling and tapping quick-reference shop book from the Cleveland Twist Drill company, dated 1942. You can see the same "C" in a stylized diamond logo on the cover.

Woops, late to the party here. That might be Riverside Tool Co out of New York. I have a drawknife from them.
