Looks most like a Record, possibly a Paramo. Looks like it has 2 swivel bases? Certainly the right color for a Record.

Are you sure thats 3B & not 35?

It is a very proper looking vice and has an interesting swivel base complex. If I remember correctly, Record and Paramo were twin peas in a pod in WWII. The Record vice factory got bombed and the government got worried that it might lose its biggest vice factory. They sanctioned Paramo, who made castings, to produce Record vices for the war duration. After the war was over......well....sometimes you just can't quit what you started. Hello competition.
