Almost looks like for large crimping or maybe a manly fuse puller. If I had to guess it would be for a crush connector if that's the right term not a big electrical guy as you can probably tell ;).

I think its missing a retainer clip for gripping an item (probably wire) and not losing the grip while you do something else. Sort of a poor man's safety wire pliers.
