So I have a Banner B6424 3 ton floor jack that has been in my shop since before I got here 11 years ago. I went to use the jack yesterday to lift a car and the handle just spins around and around and the valve doesn't appear to be moving at all. I pulled the mechanism apart and haven't yet made sense of the system. I haven't found any parts diagrams online yet for this jack.

Anyone familiar with them or a similar import jack?

Hmm... Well that Number doesn't translate for me, In my Books I have a Banner B67424 but that's a 2 ton jack, Not 3 ton. Regardless, I would check the bottom of the handle to make sure its:

1. Seated far enough into the handle yoke to make contact with Drive pin/square.

2. In the B67424 model im looking at, It uses a Roll pin in the bottom of the handle that sits inside the drive pin in the Yoke. Verify its still there?

Other than that.. If the handle movement isn't translating to the Release mechanism, Something is broken and it should be fairly obvious.

Maybe some pictures to assist with the model number?

Here are your pics. I looked at it a bit more after work and I think I figured out the issue. I had originally been under the assumption that the square should be solid in the vertical shaft and torqued it as such. It took a bit but I figured the square must be supposed to be stationary and move up and down as the shaft turns forcing the ball bearing to cover the fluid hole.

After loosening that fitting I put it all back together and it is functioning. I think the original problem may have been that the square holed washer was just spinning in the port. The only thing that appears to hold that from spinning is the pressure from the threaded guide above it.

Sound about right?

Yes, the washer needs to be solid so the shaft can raise/lower when the gear is rotated and Yes it is held solid by the hex assembly.
