I think you are looking at it wrong.

Rust is oxidation....no real way to convert it back to metal....all some of those products are doing is bonding with it. In the end you still have rust in there.

I'm a fan of vinegar...remove the rust, prime and paint. Cheap and effective.

Phosphoric acid works even better.

You are dealing with semantics a bit. You can't "remove" it unless you cut it out. All of the products mentioned neutralize it, including POR-15. Even with it, they tell you to remove the loose bit as best you can.

There is a product that I've seen work called Evapo-Rust that I'll be trying next time I'm dealing with rust.
