No markings or name (except some numbers "0718" on the locking head)
Looks like it may have had "pads" on the two threaded rods in front.
Swivels and locks in 360 degrees.
What is it?

My guess is some sort of angle-iron vise . . . .
. . . . . clamps the piece under those two screw downs ??? :dunno:

It looks like a purpose built tool. I'm thinking it looks like something you might find in a ski shop to release bindings type thing.

Well, it appears that.......the base is bolted to a workbench or wall.

Something is clamped between the two clamps.....and possibly strapped down thru the rings above the clamps.

It swivels in all directions to facilitate working on or adjusting whatever is held in the clamps.

Sooooo..........???????? Anyone else care to venture a guest or maybe seen anything like it??????

It might be something to change the world..........:beer:

Why is this the answer for every mystery tool??? NO KIDDING ITS PURPOSE BUILT!! I'm thinking something stupid for something stupid like an exercise machine or something stupid like that...

It looks like something from material handling. Example rolling racks for box moving. Deliveries to supermarkets are different sized boxes and they set up rolling racks so the boxes flow during unloading. It looks like something to join together sections.

I agree completely with this. Would not say it was a high quality item to begin with though.
