Yes, I bought it (at a garage sale) even though I don't know what it is.

I had no luck with a web search.

It is marked:
"B.P. CORP."
"MADE IN U.S.A."
"T-19099"

It is made for a 3/8" square drive.

I had something similar to that a long time ago to loosen/tighten the old ball/socket type tie rod ends as used on my Model A Fords.
