Vintage Snap On Box info needed

First of all, I just wanted to say that this is truly a wonderful forum. I've been a member for a few months now and have been reading and absorbing all the information.

Today, I came across a vintage Snap On tool box at a local sale. The price was right (don't ask, you will be mad), so I took it home with me. My vintage tools will look great in this box. I'm still undecided if I should try and restore it or leave it as is. I'm not sure of the vintage, but it's old. This thing is heavy! The steel is thick and the edges are all reinforced. Dimensions are: 26W x 14H x 12L for the top box and 26W x 17H x 12L for the bottom chest. Top box has a top section with 3 compartments, 6 drawers (3 small and 3 large, no slides), 2 heavy handles, 2 hinges, center lock, and a lockable front lid/cover. Bottom chest has a hinged door and is on caster wheels. I'm looking for some information on the box and wanted to see if anyone can help out. Below are some pictures. Thanks.

Its early 40s, a hard one to find, just clean it up and use it.

Any idea on the value, other than the price I paid for it? It's definitely rusty, but only surface rust. Seems like everything is there, no missing pieces.
How do I clean the rust up? Should I refinish it?

Take some pentrating oil and spray a small section down, with the oil on take 0000 steel wool and remove the rust, wipe clean with a cloth, (keep repeating the spray and clean until the dirt and rust are gone) spray one last time and wipe down just leaving a oil film on the paint and metal, this will help keep it from rusting again and will make that old paint look alot better. Worth somewhere between 200 and 800, just depends on who wants it that day.

PS: this will take a lot of work and like two cans of pent. oil and a lot of rags. but worth it.

Refinishing it would decrease the value in my opinion.It has a nice patina that would be a shame to loose.

Its a 1939. the top is a K-5A the bottom is a PRB-6A, The two clips in the top lid or for speeders. This is one of the first red snap on tool boxes.
