Is that paint on the floor or epoxy?

I used to work in a downtown store that had an office supply/book store in the basement. The floor was a stained green smooth concrete finish. That building was 80+ years old. I don't know how old that finish was, but it never wore off in the years I was there.
Does that stain do anything to seal the pores in the concrete (making cleanup of spills easier)?

Where can I buy the behr stain? What kind of prep to the floor is required before you can stain it?
