This is the 1991-1996 Corvette targa top ratchet that came factory with the car.
Under the rubber handle it has "USA" and "GM10172311" (GM part number) and "TM70BCOR" stamped on it.

GM has discounted the original style ratchet, and now sells a normal POS china made GM goodwrench 1/4" drive ratchet, that don't even say corvette on it for $49.99 :headscrat

The one that came with my 1994 corvette is broken. (The pawl is missing). Any ratchet will work, it's not like it is a special ratchet. But I would like to fix this ratchet just to keep the car that much more original. Plus, it's the only one Ive found that fits in the center console holder.

Anyone know who could be the manufacture? I would like to try to rebuild it before I spend $30-$40 for a used one from ebay.

I was thinking Snap On as soon as I saw the first picture.

Dropping the "COR" (I'm assuming this denoted ratchets that were manufactured for Corvettes) off the end of the last part number you gave turns up as a Snap On Part Number TM70B on Google. Which is coincidentally, a 1/4" Ratchet.

Follow this link and you can buy a repair kit, should have the pawl in there:

That looks to be it! Nice job. It even has the same shape backing plate. I looked at snap-on ratchets on ebay and must to have missed the tm70b because I seen none that looked like the corvette ratchet it until I searched for the model number.

This looks ALOT like the head of the Corvette ratchet.

Thanks

Is it 1/4" drive?
If it is, post the dimensions of the head and I'll compare them to my Snap-On if you wan't.

I was thinking snap on when I saw the selector switch,I wonder if all that plastic came off the handle if it would look like the tm70b?

No, It has the same shape as the rubber handle.
The rubber comes off like a sleeve (prob from age) and it is round all the way to the end.

I compared the guts of the ratchet to the diagram from the Snap on TM70 linked above and it looks to be a dead on, perfect match.

I'm going to give the ratchet to a friend of mine that is a professional mechanic and he is going to give it to his Snap-on guy for me. I don't expect them to fix it, (especially for free.) But I do hope he will let him try one of the TM70B repair kits to see if it will work before I have to buy.

It will be a few days (if not weeks) before he gets a chance to talk to his snap-on guy, But when he does I will be sure to let you guys know the repair kit worked or not.

Thanks for all your help!
