28x32 Garage Ceiling Insulation for MN Winter

Hello! This is my first post. I've enjoyed the forum immensely and I am learning a lot! Thank you for having me! With the long MN winter hanging over my head, I want to make my garage as usable as possible during the cold season to continue on numerous projects I have going.

I have a 28x32 garage with 10 foot ceilings. I have started to finish out the ceiling but need some advice on insulation. I have 2x4 trusses that are spaced 24 inches. I use them for storage of lighter things such as sleds, lawn mower bagger, etc. I have started to put up the vapor barrier and hang sheet rock, and had a 60K BTU Reznor hanging heater installed yesterday, in the corner, at a 45 degree angle. It's time to start insulation.

My question is, with the fact that I have 2x4 trusses, do I put up the vapor barrier, and then throw R-30 to R-38 unfaced batts on top of that in between the trusses? Or do I need to do R-13 to fill the cavity of the truss, then put R-30 batts on top of that running perpendicular? How could I accomplish this while still being able to have an access to the "attic" for light storage? Would I simply omit the R-30 batts in the areas that I would like to have storage?

Do you plan on finishing/painting your garage?
A good coat of paint is an effective moisture barrier/retardant.
With that being said, I've never seen a MN garage attic with a traditional poly vapor barrier when the attic/overhead was not being used as a conditioned living space.

What I did was create a chipboard platform in the center for storage with unfaced rolls underneath, then added 2' walls around it, the rest was blown in insulation on top of my unfaced rolls.

Eventually it will be finished and painted. My father in law is a contractor and highly recommended the poly vapor barrier.
