I've got a natural gas line that comes in to my bldg @ 3/4", drops down to 1/2" and then bumps up to 3/4" again. What can I expect for pressure at the end of the line?

Why does it drop down in size is there a clearance problem ? the reduction will restrict flow causing pressure drop. I was told by a service man to run 3/4" pipe all the way to my heater then to reduce to 1/2" to the supply valve
