I don't go to the Whatzit too often or too easily, but this one is beyond my ken and my google-fu.
Thick head like a fence tool, but no cutters. True pliers, with knurled jaws, not tongs or pincers, but strangely shaped jaws, flaring out toward the business end, and that broad shoulder of the jaw on one side is knurled inviting a surface for tapping, almost like a lasting hammer. On top of that, a tack puller on the end of one handle. And I have no idea what the internal spade or cloverleaf pattern holes are for. I was thinking wire, like splicing clamps, but again, no cutters. That is what drew me to them.
Then there's the markings. As you can see, the pivot, which juts out extremely far on the top side, and each handle half bear the same stamped "276," almost as if the factory wanted to make sure there was no mistake in assembly. I'm pretty sure that "No. 4" is the model number and that the 'bird', looking a little regal crest-ish, almost like a national emblem (and these might not be US, no COO...), is a logo. The "B.K" looks after-factory and proprietary to me.
Obviously not within my experience base or niche.
