Buck converter

I want a 1.5 vdc transformer to run something instead of a battery.
looking at these , the last line in the description has me confused Warning: this is only for the increasing output voltage; The input voltage should not be over 30 V to avoid any possible damage.
I think I am not understanding something correctly. will this work on say a 5 volt power supply & adjust to 1.4 volts?

I have one that looks just like it with the same LM2596 chip that works as you need it to. I did think it was broken because it just put out whatever voltage I fed into it at first, but once I turned the trim pot approximately 16 thousand times it started dropping and I was able to set it as low as 1.5 volts with a 12v input.
