The blade looks like something inserted into a seam. The flat inside bend appears to have been designed to hold something flat. If it's large, it seems like some form of materials handling tool where the blade allows the tool to get underneath something and then the flat inside bend allows the material to be pulled along. If I had to to work some kind of "U" or "V" shaped staple out of a soft material, I might design something that looked like this.

Another thought. If I had a canvas bag that was closed with some kind of larger removable fasteners, I could use this to get into the seam and start pulling them out by running it down the seam, and the inside bend would pick up and hold all the fasteners as I went along.
