Can I install a hex rivet without a rivet tool?

I want to install a factory OE accessory in my car. There are a few blind six-sided hex holes and the accessory uses threaded hex rivets for installation. These rivets have threads inside that the accessory uses to attach to the car. Pic of like items below. Can I install these without a rivet tool? I imagine either using a bolt and an impact wrench to collapse the rivet or maybe even a bolt, nut, and washer.

lol, I just had to use a grinder to remove one of those from my Caddy yesterday. License plate mount, previous owner used a coarse thread screw into it. Rivnut just spun.

The hex helps keep it from turning, but you need a hex punched hole in the sheet metal. The manual setting tools use a ball thrust bearing to take the thrust generated when setting the nut. You might get away with a bolt and nut on a 1/4" size, but anything larger needs a proper tool.
